The entire coast of Laguna Beach has been designated a fishing-free zone as it has been a marine protected reserve since January 1, 2012.
The Laguna Beach State Marine Reserve and the Laguna Beach State Marine Conservation Area are two adjoining areas that cover 6.27 square miles offshore. Each protects all marine life by prohibiting the removal of marine wildlife from within its borders. That includes everything from shells and rocks to crabs, lobster, fish and even kelp. In just the first two years since its inception, we saw a vast improvements in fish size, type and number. Currently we have seen our kelp forests thriving again and marine mammals back in the region feeding due to the return of so much sea life. The short answer is no, there is no fishing allowed in the city borders of Laguna Beach. Fishing is allowed at Crystal Cove State Park, which is the northern border of Laguna Beach.
